Is Matthew 5:30 Literal or Figurative?

How do we interpret Jesus’ words in Matthew 5:30 about the hand or eye that causes you to sin? Do we take it literally and lop off our hands or is Jesus speaking figuratively and if so, how does one tell? If He is speaking literally, then everybody needs to buy voice recognition software before they lose the ability to type ATP’s URL into the web browser every week!
